Stipends 
POLICY STATEMENT Second Reading 10/29/87
STIPENDS

Stipends may be paid to
persons sent to participate in courses, workshops pre-selected by EM-O with
the stipulation that they return to inform and/or inservice
the staff/teachers of Osseo through the EM-O concerning the information
gathered at these inservice courses, and workshops.
The amount of
the stipend will be recommended by the Executive Board to the General
Membership who will then vote upon the stipend at a General Membership
Meeting.
One-half of the stipend will be paid by the EM-O upon completion of the
course or workshop when a plan has been presented how the membership will be
informed or inserviced about the material
(information) gathered at the course workshop. One-half of the stipend
will be paid after the informing or inservicing
plan has been accomplished.

A notice will be
included in a General Membership meeting agenda inviting any member
interested in being a convention or conference delegate to present themselves
at the General Membership Meeting at which the vote will be taken. Each candidate may give a short
presentation if they so desire.
Ballots
will be cast by each member present immediately following the
presentations. The votes will be
tallied on site by the designees of the President. Ballots will be maintained according to the
Landrum-Griffin Act. The candidate
delegates will be ranked hierarchially according to
the total number of votes received.
Should a tie occur for the last open selection, a tie breaker will be
held. A plurality of votes will
determine the winner. Should a tie
still remain, the meeting's presiding officer will cast the deciding
ballot. Should an elected candidate
not be able to attend, the person receiving the next highest number of votes
will become the delegate.

PURPOSE OF THE FUND:
To pay expenses in defense of members in
good standing who are notified of proposed placement on unrequested
leave of absence, or termination for cause pursuant to M.S. 122 A40 Sub. 7,
11-13, or if a member is charged with a total liability suit.
WHO IS COVERED:
Members in good standing of Education
Minnesota - OSSEO would be able to utilize the Defense Fund. Members in good standing are those who are
current with their dues and those on approved leaves of absences (if they
were members in good standing when they went on leave and who are current
with their dues.)
ASSISTANCE BY AFFILIATES:
The cost of legal fees
for defense cases are to be shared equally by EM-O and Education
Minnesota.
MEMBER RESPONSIBILITY:
To inform the Education Minnesota - OSSEO
president that there has been an alleged violation of their contractual
rights.
PROCESS:
The member notifies EM-O. The Executive Board (who acts as the
Grievance Committee) discusses the case.
The Executive Board may approve any action and will recommend this
action to the EM-O Membership. A
request will then be filed with Education Minnesota for legal assistance to
cover costs and/or representation.
AMOUNT OF THE FUND:
A standing fund shall be maintained which
would amount to $20 per member of EM-O.
Dollars from the annual budget will be added every year until that
dollar amount is reached. It will be
replenished on an annual basis as needed to preserve the standing fund of $20
per member. This item is to be
approved as a part of the annual budget.

Flowers and Cards

Flowers or a memorial may be
sent from EM-O in the case of a death of a teacher who is presently teaching.
Flowers
or cards may be sent for special remembrances as approved by the Executive
Board.

Yearly Honorariums for
Officers and Negotiators:
Full payment for
both officers and negotiators will be based on a minimum of 90% attendance at
regularly scheduled meetings except in the case of Parent Teacher
Conferences, other required School District Meetings, or other approved
meetings, and/or emergencies as approved by the Executive Board. If attendance of a member falls below the
90%, the honorarium will be pro-rated.
The Executive Board
Secretary will track the number of meetings attended by each officer and this
will be submitted to the treasurer before the honorarium is paid.
The Negotiations
chairs will keep a record of attendance at meetings and shall submit
this to the treasurer before the honorarium is paid.
Honorarium amounts
will be established as part of the annual budget by the EM-O membership
annually in May when the budget is approved.
Any EM-O member
may recommend at an EM-O General Membership Meeting the granting of an
honorarium to any committee chair or committee member who has dedicated
himself/herself to special activities of the EM-O. The membership at the following EM-O
General Membership Meeting will vote on the granting of this honorarium.
The amount of such
an honorarium will be established by the EM-O membership.

The Executive Board shall administer, manage and hold the
Militancy Fund subject to guidelines and procedures established by the EM-O
membership.
I.
The Executive Board shall have the
power to make grants to individuals or locals involved in a strike
situation. The fund may be used for
any one or more of the following:
a. To
assist in the payment of legal fees and expenses incurred in, or as a result
of, a strike, including the legal defense of individual members dismissed or
otherwise disciplined because of involvement in a strike.
b. To
assist in payment of subsistence in an amount not to exceed one-hundred
($100.00) per week after the first week of incarceration of an EM-O member
who is deprived of his/her regular teacher’s salary because of incarceration
for strike activity.
c. To
assist in the payment of fines and penalties levied against locals and
members as a result of strike activity.
II.
Benefits granted by the Executive
Board hereunder shall not be revocable by the EM-O membership.
